NOTICE OF PUBLIC MEETING
CARSON CITY HISTORIC RESOURCES COMMISSION
MEETING
THURSDAY, APRIL 9, 2009 - 5:30 P.M.
COMMUNITY CENTER - SIERRA ROOM
851 EAST WILLIAM STREET, CARSON CITY, NEVADA

Please note: Witnesses wishing to have their complete testimony/handouts included in the permanent record of this meeting should provide a written or electronic copy to the secretary. Minutes of the meeting are produced in a summary format and are not verbatim.


A. Call to Order and Determination of Quorum

B. Action on Approval of Minutes

C. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

E. Public Comments: Members of the public who wish to address the Commission may speak on matters related to the Historic Resources Commission. Comments are limited to three minutes per person. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

F. Public Hearing Matters

F-1 HRC-07-087 Action to consider an application from Ed and Maureen Waterhouse for Historical Tax Deferment Status on property zoned Residential Office (RO), located at 312 West Musser Street, APN 003-211-03.

Staff summary: The subject property is eligible for the Open Space Use Assessment as a result of its conformance to specific standards and its historical status in Carson City. The Historic Resources Commission will base their decision on the required findings that the property is in general conformance with the Secretary of the Interior=s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission Policies.

F-2 HRC-09-028 Action to consider an application from Gary Cain to allow installation of a wood fencing material (6 feet in overall height, 76 linear feet) on the western and southern portions of the subject site, and the installation of a decorative wood fencing material on the north, east and southeastern portion of the subject site (3 to 4 feet in overall height, approximately 174 linear feet), on property zoned Downtown-Mixed Use, located at 412 North Curry Street, APN 003-225-10.

Staff summary: This is a HRC application to allow the installation of a wood fencing material to provide a safe children’s play area on site and to keep trespassers off property (security fencing) on the western and southern portion of the subject site, and the installation of a decorative wood fencing material on the north, east and southeastern portion of the subject site. The intent of the proposed fencing is to provide the applicant with a secure play area for infant daughter’s enjoyment and to eliminate the opportunity for trespass onto the subject site.

F-3 HRC-09-022 Presentation by the District Attorney’s office regarding the Nevada Open Meeting Law. (Joel Benton)

Summary: A representative from the DA’s office will give a presentation and answer questions regarding the Open Meeting Law, which all Historic Resources Commission meetings must comply with.

F-4 HRC-09-027 Presentation and action to provide comments to the Nevada State Prison and State Public Works Board (SPWB) regarding the Nevada State Prison’s Warden House possible demolition (owner: State of Nevada, Department of Conservation and Natural Resources) 3301 E. Fifth Street, APN 010-041-55. (Chairman Drews)

Summary: The Nevada State Prison (NSP), located in Carson City, Nevada, is one of the oldest prisons still in operation in the United States. Established in 1862 when the Nevada Legislature purchased the Warm Springs Hotel and 20 acres of land for $80,000, NSP has been in continuous operation since this time. This discussion item is regarding the possibility of the demolition of the Nevada State Prison’s Warden’s House. Comments will be submitted to the NSP and SPWB by minutes from this meeting.

F-5 HRC-09-024 Discussion and action to provide comments to the Governor regarding, “Funding for the Nevada State Historic Preservation Office”. HRC Commissioner Speulda-Drews will disclose communication with the National Trust regarding the Nevada budget. (Commissioner Speulda-Drews)

Staff summary: The Governor's proposed budget would drastically cut spending on Nevada's heritage and cultural programs. The SHPO office would be cut in half (losing several positions) and the Nevada Historical Society's staff would be reduced from 10 to five. The budget cuts would also eliminate historic preservation grants that support community projects, including the publication of walking tours, historic surveys, "Bricks & mortar" work on historic buildings, and reduce hours of operation or even close historical museums.

F-6 HRC-09-029 Discussion only "Presentation of Virginia and Truckee Railway Reconstruction Project Phase 3, Lyon County and Carson City". (Chairman Drews)

Staff summary: Chairman Drews will provide the Historic Resources commission a presentation regarding the Virginia and Truckee Railway Reconstruction Project Phase 3.

F-7 Discussion only regarding an update regarding Certified Local Government grant 32-08-21733(3), Carson City Mid Century Survey, Phase II, Carson City Context and training opportunities for the HRC and residents of the Historic District. (Jennifer Pruitt)

Staff summary: Planning Division staff will provide the HRC and the general public with an update to the status of the 2008 Certified Local Government grant.
